    The Recharger

    Theobard sits in the tavern he owns, and bears his nickname, getting steadily drunk in a little office behind the bar throughout the day as he casts his spells into several magic items. His more complicated items come first and progress to the simplest as the evening and his drinking wears on.

    His tavern is a small, dark, smoky place usually filled to bursting with mages, sages, and adventurers. The walls of this bar, unlike most, are lined with tomes that are traded, shared, and simply read by the patrons. Several wire covered cases hold a great many exotic spell components and small contraptions.

    The serving girls (4), bartenders (2), and bus boys (3) are all apprentices to Theobard. They have paid greatly for the right to study various magical items the wizard works with and to be able to listen in on the various discussions that occur here.

    The Recharger sits a street of the main thoroughfare, tucked in a short little alley. Theobard was never wealthy enough to be able to afford the grand materials to create his own items and settled for making the best use of other people’s creations. He makes enough money from those passing through to adventure in the local wilds to keep his bar running, and enough from the bar to afford to have his own children attending renowned schools of magic in other lands. For many years his nickname was used to demean the poor wizard, but now it is used with respect by those with valuable items they can no longer use.

    The only drawback to Theobard is that about once a month he mixes up his items at the end of the night and gives minor items new, more powerful, and possibly dangerous powers. If the PCs use him to recharge something there is a 25% chance that one of their minor items will be affected. (A ring of feather fall decorated with engraving of feathers might instead Summon a great Eagle, Roc Phoenix or other such creature! Useful in a Cliffside battle, but not if you’re in a dungeon falling into a deep, deep pit.)

    As this is a favored arcane hangout there are a great many reasons for characters to stop in for a drink. Along with his magical abilities, Theobard sells a wide variety of fine beers, wines, and liquors. It is one of the better places to pick up rare and exotic pipe weeds. It is also someplace to buy and sell spell components, used and recharged magic items (Theobard often buys unwanted discharged items and has a policy of selling unclaimed items after a year’s time has passed), and information.

    Hephester is, some say, slightly mad.

    He was a great adventuring mage until he lost a leg and most of his friends battling a lich. He retired to the small town, built a tower just outside the city wall with a view of field and forest.
    Over the years the town has grown around his home, but this does not stop him from his hobbies. He has since become a great artist and spends a great amount of time creating magical paints’ oils, brushes, pencils, canvases, papers, and works of art.
    He is often seen hobbling around his fenced and hedged yard with his pouch of art supplies and crutches as he moves from one work in progress to another.

    He only put the fence up because his new neighbors complained. Once, when he was sitting on his front stoop using his pencils to draw out tiny, highly detailed summoning circles for various elements for the children that are always lingering around, a small fire elemental escaped when a child stepped on and smudged the containment circle. The elemental burned the child and set the garden on fire before Hephester caught it.
    The damage was minimal, but he was not-so-gently asked to confine his work. His fence, the hedges, and various stones and plants set along the border are all part of a greater containment warding.
    Children are often found at his gate and along his fence peering through the hedge as quite often the old mage’s painting of rabbits, squirrels, birds and such will come to life, jump off the canvas and run around the yard.
    Sometimes other, stranger things are seen wandering the yard for a time, but so far nothing has ever left the fenced area.

    He often sells his drawings and paintings but there is always a small, yet noticeable flaw in his work. Some locals fear that the wizard could do them harm by painting them into his pictures, but he refuses to do portraits and nothing has ever happened to anyone. His art is very good and quite valuable.

    He is a reliable source for the various magical art supplies known to exist and many that aren’t. He has been asked several times by both the new mage guild and the new university to come teach their respective students in both the magical and mundane techniques of his art.
    He continues to refuse, but has been known to take in the occasional boarder who can be seen working with the old man on various paintings or sketches. These boarders never stay long, do not do business in the town, and always seem to come and go unseen.
